On May 31, the Organisation of Economic Co-operation and Development (OECD) released its work program on addressing the tax challenges of digitalization. This work follows on the heels of the OECD/G20 Base Erosion and Profit Shifting (BEPS) project and is in some ways a continuation of that work. The OECD is aiming for a solution that results in the removal of “relevant unilateral measures” including digital services taxes and similar policies and sets a new normal in international tax, although getting to that point will require sufficient political commitment to implementing the OECD’s approach.
